Direct democracy still seems really dumb for a colony. In any high-risk environment, you need hierarchy and command authority to enable decisive action in a crisis (beyond maybe four people, at least). If you want any sort of democracy, it'd have to be pirate ship democracy, with an unanimously agreed charter and an elected ruler with absolute authority during times of crisis.
As in the previous comment, I think it shouldn’t be taken too literally.
The real point of his statement is that he won’t be ruling the Mars colony himself from Earth, but that it will have some sort of representative governance more consistent with Liberalism than the standard corporate top-down method of rulership.
Take it positively and hope for his survival.
