Do the characters have their memories before coming to the high school, or is it like ouat where they have false memories?

I’m actually surprised that I haven’t got this question before. My answer would be it depends on the mun and character. You see, Quinn Fabray could easily be from Lima, Ohio and move to New York to attend the acclaimed Phandem High. Whereas it might be more difficult to explain why and how Rey from Star Wars would end up in a high school in New York City. I’d say that’s something a mun can decide on case by case, but there is no false memories rule as of right now. It would be a fun event though, no?
