Honestly it just sounds like a good idea. Maybe they do what Israel does and has their soldiers take home their weapons after their service is up (maybe armor too? that might get expensive fast though idk)

I’m going to make it a thing that army pensioners are required to own and maintain a weapon and that under a certain income that weapon is provided for free.
