One thing I appreciate about World Trigger is that being a cranky middle-aged executive who often obstructs the protagonists' goals is not synonymous with being incompetent at their jobs. Because the organization would be in shambles if they were.
Like in retrospect Netsuki is kind of getting paid to say stuff like “if you let a neighbor (whom the general public and many active agents have a somewhat justified grudge against) enlist then that will be bad for PR” It's in his job description. He may have 100% had that uppercut coming for past and future actions, but god if I had Netsuki's job I would simply quit. Turn in my resignation ASAP.
Instead Netsuki repeatedly did Not get his way, as both Kuga and Hyuse enlisted despite objections otherwise, and then when things predictably went south due to Hyuse being a neighbor Netsuki didn't even say “I told you so”. Somehow that slimy PR guy is a bigger person than I would be. We shouldn't give him credit for not being petty and refusing to do his job, but in any other series thats 100% what Netsuki would have done. He'd just tell Osamu to cope and deal with the Hyuse rumor problem on his own.
