Could the Nifftys run the whole hotel?

That depends; do they make their own rules for the Hotel or follow what Charlie has already set in place? Either way, it would be very chaotic but they have their own order with things. They could totally run and function the Hotel on their own!

Have you had any ideas on the Niffty army?

A couple!

- the Niffty Army collectively all own their own sewing needles. They're outlandishly large and very sharp, steer clear.

- I still would like to talk about Nixie (my OC) leading the hypothetical Niffty Army so if you're interested in seeing that let me know.

- despite having died in the 50's I bet they love to do concerts for the Hotel where each one has a different role singing and acting out modern day pop songs. I'm certain they do great as well.

- amongst the Niffty Army on their own there is no one assigned leader, nor are they a hive mind, they're all just neat-freak creatures who love chaos of all forms.

What if the Niffty army ran the hotel?

I don't think it would go too bad!! It would be relatively clean around the Hotel and things would run smoothly, given Baxter is part of the equation. The Niffty Army would certainly allow a lot of Sinners who fit the bad boy schtick into the Hotel. However I feel like over time it would devolve from Charlie's idea of Redemption into more of a place open to anyone the Niffty Army finds interesting or fun, and becomes an accidental Redemption scene. Sinners, in having fun with the Niffty Army and letting go of sinful indulgences, would become Redeemed.
