Details of the unpaid electricity debt owed by the two countries are contained in the Nigerian Electricity Regulatory Commission (NERC) second quarter 2020 report released yesterday in Abuja. The report indicated that of the N4.10billion (US$13.39 million) invoice issued by the Market Operator(MO) to international customers which included Societe Nigerienne d’electricite – NIGELEC, Societe Beninoise d’Energie Electrique – SBEE and Compagnie Energie Electrique du Togo–CEET), only CEET paid the sum of N1.51bilion (US$4.92million) in respect of services it received from the Nigerian MO. The Federal Government had in December 2019, threatened to disconnect Togo, Benin and Niger Republic from electricity supply over non payment of their electricity bill to Nigeria. Immediate past Managing Director of the Transmission Company of Nigeria (TCN), Usman Mohammed, had explained that prior to his emergence as the Managing Director of TCN, Benin and Togo owed Nigeria more than $100 million. NIS arrests human trafficker with 5 victims
A suspected human trafficker with five female victims enroute Niger Republic to Europe have been arrested by the Nigerian Immigration Service (NIS). The Comptroller General of the service, Muhammad Babandede, disclosed this in a statement by the Service Public Relations Officer, Sunday James, on Saturday in Abuja. He added that the arrest was made by the operatives at Kongolam border, Katsina State. Babandede reiterated that days of crossing National frontiers without proper documentation and melting into border communities was over, as the Special Border Corps (SBC) and regular border control officers were on their toes 24/7. He said that the SBC and regular border control officers were patrolling with the aim of enforcing adequate border security and control, while human mobility was regulated in line with Federal Government directives. The CG congratulated the team at Kongolam for being at alert to their duty and operating a water tight control which was a well organised patrol along the Flanks. He said their dedication was due to the various trainings, operational exercises and drills they have been exposed to thereby bringing out the best in them. “I want to commend the Katsina Command for making it difficult for Traffickers and Human Smugglers to pass through the border,” he said. Babandede said the suspect and the 5 female victims had been handed over to the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) Kano Zonal office for further necessary action in line with NIS mandate. Border Closure: Nigeria, Niger, Benin Agree To Set Up Joint Patrol Team-Onyeama
Nigeria’s Foreign Affairs Minister, Geoffrey Onyeama said Niger and Benin Republic have agreed to establish a joint border patrol team comprising the Police, Customs, Immigration to recommend a date for the reopening of the borders. The decision has now further heightened the hope of reopening the closed borders of Nigeria with neighboring countries. The countries agreed in a resolution on Thursday in Abuja at the end of the Tripartite Anti-Smuggling Committee Meeting of Nigeria, Benin and Niger. Onyeama, who read the communique at the end of the meeting, said the meeting took note of all concerns raised and agreed to establish a monitoring and evaluating committee of the three countries. Read Also: Delta Lawmakers Seek Senate Support For Implementation Of Financial Autonomy Onyeama said that the committee will comprise of Ministers of Finance, Trade, Foreign Affairs, Customs, Immigration and National Security Adviser. He said that the Committee is with a mandate to ensure actions that would facilitate and enhance the suppression of smuggled goods and other related matters. “The meeting agreed that the monitoring and evaluation committee will ensure the full implementation of the adopted mandate of the Joint Anti-Smuggling Human Trafficking Committee. “Nigeria, Benin also agreed on the establishment of trade facilitation committee among the three countries, comprising of Ministers of Finance and Trade. “To promote intra-regional trade among the three countries, as well as put in place, sanctions against smuggling of goods. “The governments agreed to ensure persons from the three countries to enter/exit each other’s state with valid ECOWAS recognized travel documents through recognized controlled posts. “Establishment of Joint Border Patrol Team comprising the Police, Customs, Immigration of the three countries. “The team is to hold its first meeting in Abuja from Nov. 25 to Nov. 27, 2019. “The patrol team is to agree on the modality to carry out its operation and recommend a date for the opening of the borders,” Onyeama said. On the anti-smuggling issues, Onyeama earlier said the meeting deliberated on the myriad of challenges faced by the three countries. Onyeama added that more importantly, the meeting dwelt on the areas of smuggling of goods and services that were not approved under the Protocols on ECOWAS Trade Liberalization Scheme. He said that the meeting also proffered to address issues as regards Free Movement of Persons without valid ECOWAS travel documents, as well as plethora of illegal warehouses along the border corridors. “In this regard, the meeting acknowledged smuggling of goods, as well as human trafficking as collective violation of ECOWAS Protocols on ETLS and Free Movement. “That pose severe economic and security threats to intra-regional trade and free movement,” Onyeama also said. Onyeama said that Niger and Benin Republic however appealed for the reopening of the land borders. Responding to the attack of Nigerian traders in Ghana, Onyeama said that the Nigerian High Commission was engaging with the Ghanaian government and the leadership of the Nigerian traders in Accra. Onyeama said that there was however no threat to the physical safety of Nigerian traders in Ghana, adding that the tripartite meeting have agreed on modalities for the way forward. Katsina, Sokoto Zamfara sign MoU with Niger over insecurity
The governors of Katsina, Sokoto and Zamfara States have jointly signed a memorandum of understanding (MoU) with the Governor of Maradi region in Niger Republic on best approaches to addressing the security challenges in their states. This was contained in a statement issued by Yusuf Idris, the Director-General, Press Affairs to the governor of Zamfara and made available to newsmen on Sunday in Gusau. He said that the meeting was called at the instance of the governor of Maradi region, Mallam Zakari Oumoru. Idris added that the meeting was attended by Governors Bello Matawalle Aminu Masari and Aminu Tambuwal of Zamfara, Katsina and Sokoto states, respectively. He said that the meeting, which was held at the Government House, Maradi, dwelt on trans-border crimes, especially banditry, kidnappings and cattle rustling in the four states which share common borders. Idris stated that the participating states agreed to maintain good neighbourliness and cooperation among themselves, while jointly addressing the issue of security. He said that the MoU agreed to uphold the renewed efforts of the three Nigerian states and Maradi of Niger Republic in curbing the menace of armed banditry within their borders. Other areas covered by the MoU included their resolve to join hands in the fight against banditry, cattle rustling, kidnapping and armed robbery within the affected borders for the purpose of having peaceful states. In his speech at the meeting, Gov. Matawalle described peace, dialogue and reconciliation as necessary tools of curbing the insecurity situation in the four states. He explained that his administration had adopted dialogue with bandits after very wide consultations and later created contacts with men of the underworld, which led to a joint meeting with all the groups. The governor further said that the peace process had yielded positive results, as peace had since returned to the state. Heads of security agencies, including the army, police, the Nigeria Security and Civil Defence Corps (NSCDC) and the Directorate of State Security (DSS) in the participating states were present at the meeting.
