❖ BACKGROUND:

Born Kugou Arata, he was a quiet, sickly child — frail of frame, but not of mind. His quirk, Weather Manipulation, emerged early and violently. It gave him power far beyond a child’s capacity to manage: torrential storms, pressure spikes, lightning strikes triggered by emotion. Each surge came with a cost. His cells eroded with every use. His body degenerated faster than it could heal. By adolescence, he'd been declared terminal.

But he refused to die uselessly.

At 19, Arata disappeared from all civilian records. Whispers trace his name to a research offshoot aligned with Kyudai Garaki — one seeking candidates for an All For One derivative. Arata volunteered. Not for power. For preservation. For the chance to be useful to someone. If he could no longer live on his own terms, he would become a tool for something larger.

The process nearly killed him.

He survived — narrowly — and in doing so, acquired not only the duplicate of All For One but a second chance. The support suit was custom-built to keep his organs functional. The plug arrays restrained his reflex decay. The added quirks gave him reach, scale, and flexibility. For the first time in years, he could breathe without agony. And more importantly: he could act.

But freedom brought clarity. He saw a world where the weak defined morality. Where strength was muzzled and ordered to kneel. And he saw others like himself — discarded not because they lacked power, but because they possessed it in a way society found ugly.

At Surface: Cold. Calculating. Composed. Nine presents as unnervingly calm — emotionless even — except under prolonged physical stress. He speaks rarely, with quiet deliberation, and never raises his voice. Unlike most villains of his caliber, he does not gloat, threaten, or monologue beyond necessity. He simply acts. To the untrained eye, he appears mechanical — just another experiment made to move. But there is a clarity beneath that silence. Not hatred. Not madness. Just resolve.
