The Soldier has been watching the tiny apartment in the run down building for two days now. His mission is to abduct and film the torture and murder of The Target; one Peter Parker. Hydra will use the video to send a message to Tony Stark.
The Soldier is to mail the film to a secure location and the body parts back to SI.
The Soldier has had opportunities to take The Target. The Soldier didn't take them. The Soldier was given a week to accomplish this task cleanly and without detection and The Soldier will do it.
In time.
The Target is enhanced. The Soldier needs to be careful and precise with his extraction to avoid injury and damages to infrastructure. The Target frequently spends time with Tony Stark and Ned Leeds; one is secure in a tower, the other protected by the masses of students and general public.
The Target builds legos with Ned Leeds one afternoon and designs armor enhancements for the Iron Man suit with Tony Stark the next. The Target wears the same or similar clothes for both but changes in his posture and something on the micro-expression level make him seem confident with Ned and needier with Tony.
When The Soldier sees The Target kiss Tony Stark it only comes as confirmation to the signals The Soldier had been picking up.
The Soldier briefly wonders -deviates- if it would be better to shoot The Target now and accept the punishment for failing to relocate, torture, and dismember.
