the reason Dr Gaul is so obsessed with Snow is because during the dark days/first rebellion when she was still a practicing obstetrician she may or may not have helped his mom during childbirth and maybe just maybe that's when she took her first life/lives and that started her obsession?? And when Snow's dad died she knew Snow wasn't protected by anyone actually powerful, grandma'am and Tigress can't do much.
this can probably be disproven though but it's fun to think about, especially since she literally helped deliver babies.
