I'm sorry for the delayed response dear. You're referring to the purple effect on the Thistle icons, correct?
I primarily use ibisPaint X to edit my icons. I will show you my process of editing that I used for Mithrun icons today.
First, you want to have your chosen/desired panel ready and sized properly. Unless I am making my own icons, I like to use any free to use icons available online. We'll use this icon from @iconstore - I highly recommend his blog!
Luckily, the panel is already relatively clean and in decent quality. I like to do some cleaning of my own based on my own preferences, but you don't have to do this.
Next, I typically just experiment and see what colors look best. I will use the colors I used for the Thistle icons. Your project should look like this so far.
This would be a process of trial and error, but I have the values I want to use saved on hand! I will adjust each layer as follows by opacity and blending mode...
...and we get this! The exact same purple effect we used in the past.
