Just a quick comparison between Notability (left) and GoodNotes 5 (right)
The interfaces are also pretty different: Notability is more like a list of all the files and notes you made or added, and you can organize them in lists by arguments; GoodNotes has folders and a more “bookshelf” like appearance, with your files being stored as “notebooks” with a personalised cover
Both app can import pdf files and export your notes as pdf
