Making Jiang Cheng lead the siege was definitely a sort of punishment set by the other leaders.

He very obviously would not have known any "secrets" of Wei Wuxian's because, well, he defected. Wei Wuxian straight up said that Jiang Cheng can't control him to the other leaders, why would they think he would tell Jiang Cheng anything??

Also while Jiang Cheng did have very loyal people, they would be small in number and inexperienced compared to everyone else. He would not be able to contribute as much as the others.

Either they actually respected his leadership, which I highly doubt, or it was a very very fucked up and sadistic punishment for Jiang Cheng, having to lead a siege and kill his former shixiong. And a warning too probably, like in a "we can make you do what we want if you step out of line" way.
