Number 29: Mannequin Cat ———————————————— 2 Level 2 monsters Once per turn: You can detach 1 material from this card, then target 1 monster in your opponent's GY; Special Summon it to your opponent's field. Is fine to sometimes take certain risks the opponent might benefit from, as the results couled become quite favorable anyways. From reducing our Life Points to allowing the opponent obtain more cards, is worth the payoff if means great improvements or powerful outcomes of our Deck and strategies. So even though there's a good chance the opponent will gain their winning conditions or simply more options to counter our game, if it means gaining favorable results to the point that said dangers can be easily solved is worth trying to play those options anyways.
"Number 29: Mannequin Cat" is a particular Xyz Monster as works arround a series of quite specific conditions for her best performance. By detaching one of her materials "Mannequin Cat" will revive an opponent's monster to their field, something that seems very counterproductive to invest on her summon. However, this ability is just to trigger her truly main effect, as each time there's a Special Summon on the opponent's field (Outside Damage Step" "Mannequin Cat" will summon a monster sharing the summoned monster's Type or Attribute from our hand, Deck, or Graveyard. Is an unorthodox monster to play with as either helps the opponent by summoning back their monsters as well trying to assure the best summons from our side. However, while on her own might seems a very difficult Xyz Monster to play arround with, "Mannequin Cat" has a lot of resources to not only deal with the opponent summons but also assure the best summons for ourselves.
As a Rank 2 monster "Manequin Cat" is in a solid position to be on the field right on time to deal with the many Special Summons dominating the game nowadays. Entire archetypes like Frog and Nimble have no difficulties whatsoever to gather materials and Xyz Summon as soon the Duel begins. However, we might need some diversity in our Deck so "Mannequin Cat" can assure her own summons against most opponents, so instead we should reduce it to particular options such as "The Agent of Creation - Venus" and "Obedience Schooled"while keeping a flexible Deck for other kinds of setups. A helpful option to keep a diverse monster pool but having plenty of materials for "Mannequin Cat" is to work arround Paleozoic cards, as since most of them start as Trap Cards they can easily swarm the field while keeping our monsters ready to be brought by this Xyz Monster. Keep on mind that "Mannequin Cat" only needs materials to revive opponent's monsters, so later on we can bring her back by our own revival effects (including copies of herself) to keep answering opponent's summons.
Obviously letting the opponent retrieve monsters from the Graveyard is a dangerous ability to work on its own, but there are several ways to not rely on it or even immediately solve any advantages our opponent might gain in the process. In a time where Special Summons are extremely prominent, in many scenarios "Mannequin Cat" doesn't need to spend materials to force a Special Summon on the opponent's field, making her mere pressence right from early turns sufficient to start gathering our own monsters in response of the opponent's own summons. But we can go even further and neither wait for the opponent to summon monsters or use "Mannequin Cat" effect, as we can bring monsters like the Kaiju archetype and their diverse Types and Attributes to bring all sorts of monsters while tributing the opponent's, to cards such as "Grinder Golem" and "Black Garden" working arround a very particular Type or Attribute. But if we really need to use "Mannequin Cat" ability to revive a monster and trigger her second effect, we can follow with removal effects or cards like "Creature Swap" to immediately solve this problem.
"Number 29: Mannequin Cat" has solid potential to dominate the board in a time where Special Summons are the norm, but even though has more than enough options and opportunities to assure her summons is still complicated to unleash all her potential. Unless working arround cards like Kaijus or "Black Garden", is difficult to assure "Mannequin Cat" will provide a summon in response of whatever monsters the opponent is playing arround with. But since the only restrictions are a matching Type or Attribute, is quite easy for "Mannequin Cat" to bring powerful creatures such as "Archlord Kristya" or "Dark Simorgh" among several others and take full dominance for most of the Duel. It might be rough to mix the right materials for her Xyz Summon as well powerful candidates for her effect, but overall "Mannequin Cat" has incredible potential to gather our best monsters while avoiding most of her flaws in the process.

35 “On the eighth day you shall have a solemn assembly. You shall not do any ordinary work, 36 but you shall offer a burnt offering, a food offering, with a pleasing aroma to the LORD: one bull, one ram, seven male lambs a year old without blemish, 37 and the grain offering and the drink offerings for the bull, for the ram, and for the lambs, in the prescribed quantities; 38 also one male goat for a sin offering; besides the regular burnt offering and its grain offering and its drink offering.
39 “These you shall offer to the LORD at your appointed feasts, in addition to your vow offerings and your freewill offerings, for your burnt offerings, and for your grain offerings, and for your drink offerings, and for your peace offerings.”
