Olivia's finsta was created to share photo's of her children. She hasn't used it in a few years (hasn't posted or updated her following list) so I suspect she made a new one. But she still uses her public Instagram to follow everyone connected to Harry (his mum, his sister, his friends etc) so I think she follows them publicly to make a point to fans.
