In a simple answer, yes, its exactly that.

Apparently this attempt to create Grima is incomplete because its without the human body component? As a dragon, it can clearly exist, but its not the full vision of how its said to be in the Awakening era? It takes up a decent size of the room, but its so much smaller than compared to how we saw it. So Grima’s been placed into existence a total of three times; this incomplete form, the one from 1000 years before Awakening with the First Exalt and then the revived Grima with the Robin that takes the energy from The Dragon’s Table. It took them 2000 years, but Robin is “that singular, perfect being” who gave a royal send off to the dragon for good.
