Megami was too scared to tell Oka, she didn’t want to force Oka into a relationship with her.
Megami decided to drop small hints, telling Oka she looks nice, etc, in hopes Oka would notice, in hopes they’d feel the same.
Oka didn’t realize Megami’s crush, so Megami made it a bit more clear.
