Helen Parr aka Elastigirl did it. She managed to bring back heroes and they are now legal again. She was happy for this and knew her kids are proud to be able to use their powers without hiding them. It made her feel proud of herself for the hard work they did to make this happen.

She was even invited to meet with one of the world leaders to work on a special project together. Unaware that the leader has something else in mind.
