The full bill text isn't available yet, but it appears to be identical to another one proposed last year. That bill would have prohibited the FCC from issuing a new net neutrality rule "unless the rule is specifically authorized by a law enacted after enactment of this Act." There was also an "Internet Freedom Act" to wipe out net neutrality rules in 2015.

After months of anticipation the U.S. Court of Appeals for the D.C. Circuit has upheld the FCC's Open Internet Order, an indisputably-massive win for net neutrality advocates. The full court ruling supports the FCC's arguments across the board, including the FCC's decision to classify internet providers as common carriers under Title II of the Communications Act. That's not only big for net neutrality, but it solidifies the FCC's authority as it looks to move forward on other pro-consumer initiatives such as the exploration of some relatively basic new privacy protections for broadband users.

Congress cuts FCC budget, puts breaks on net neutrality

The proposed federal budget cuts FCC funding and effectively puts the brakes on the Net Neutrality debate at least until the legal challenges are resolved.

The Federal Communications Commission received $315 million in funding, $73 million below what the agency requested for the upcoming fiscal year. Language in the bill specifically forbids the FCC from using any of its allocated funds to “implement, administer, or enforce” the Open Internet Order released in February.

Shameful.
