지난 2014년 9월 24일, UN 정상급 회담장에서 미국의 오바마 대통령은 <열린정부협약> 의 3주년을 기념하여 현재 미국의 열린정부 국정 계획의 요강을 발표했다. 이와 함께 "미국정부를 모든 미국인에게 더 열린(open), 투명한(transparent), 그리고 '문턱없는' 정부로 다가서게 하기 위해 향후 더 많은 노력을 할 것이다"라고 밝혔다.
이번 회담장에서 이루어진 새로운 의결사항 중에는 "전세계의 학생과 교사를 돕기 위해 공유교육자원를 더 진흥할 것"이 포함되었다.
그 밖에도 OER을 증진하기 위한 다양한 장기 협력계획들이 이번 UN의 <국정 계획 협의안>에 첫번째로 포함되어 통과되었다.
