Conceptualized to a degree but I'd say it's much more than that. Think of a woman wearing heels and lipstick because she wants to. They might be traditional components of a look for men, but it doesn't necessarily mean women wearing heels and/or lipstick are doing it FOR men.
The thing to keep in mind with it is that as a whole, the game is entirely about female empowerment with any of the sexuality being used almost as a joke and even as a tongue-in-cheek pointing at how simple men are to please. If you want to check out her nakedness you literally have to take your eyes off combat.
Add in things like Bayonetta deciding to shoot off a statue's penis, her remarking that her male colleague can't drive, and even a remark when a certain enemy pops up that "Of course it would be tentacles"
Hell, even "God" in this game a woman.
But I'd say that the game did an amazing job at making her a character whom identifies with inherently girly things but maintains strength and staying true to herself. She remarks that she loves outfits and we see an exchange with her child-self when she tells herself that she's a "Strong little girl. There's nothing you can't overcome"
Now to a degree, the creator made some rather gross and disgusting comments in regards to her being a "dream girl" and some other nonsense about how Devil May Cry feels like an ex-girlfriend sleeping around with other people or some shit. And yeah, some of the stuff he said such as Bayonetta's rival being a female is because "all women are rivals with one another" is problematic as hell. But in execution a lot of it ends up essentially proving how bizarre these sexist notions are.
Her rival was actually brainwashed into believing Bayonetta was her enemy (society making girls think they have to compete!!!!) and they end up becoming besties again and kicking ass, Bayonetta actually ends up cutting off the majority of her hair in the second game which is about to be released, things like that.
But really I'd say the most telling them is in asking most men how they feel about the title in regards to how much it caters to the male gaze. Like from my time at Gamestop, guys may have felt she was sexy and yeah, the game was a bit fanservicey, but when I'm flat out told by multiple men that they couldn't finish it because it was "too girly" or "too feminine" it made me laugh my ass off. Like here's a bunch of guys having no problem jerking off over some sexy video game chick but butterflies and hearts were just too much
