Aibo Man wasn't created to kill MegaMan? Why was he created?
Not in such direct words... I had this thought when I was thinking about robots such as Junk Man, who was retrofitted to fight; he was created to sort through scrap to rebuild and create robots, or perhaps Crystal Man, who was create to make crystals to sell; Robot Masters who aren't created to go out and fight, but instead, to make the process run smooth... How many Robot Masters exist as this?
I would like to imagine that their serial numbers "DWN0xx" are given when they are either made in line for direct combat, or when they are retrofitted for it; perhaps it's easier to keep track of them, when they have a number tag.. And that others have their own serial to insinuate they are domestic robots, but I haven't found one which I find satisfying, yet..
To this thought... I think that Aibo Man is a Robot Master who is created as a recreational robot, his power that can create a bubble to surround himself and up to two others, which pauses time outside of the bubble, where time flows normally inside of it. I imagine Wily using this to make a cup of coffee and sit down and read so that he can get some peace, or more maliciously, it would be to use it to get more work in (I imagine this is why he seems so outrageously fast at what he does)
Aibo Man cannot form this bubble for so long, it runs down as any weapon, so it's not an infinite workaround; but it has less power consumption as other time-manipulation weapons such as 'Time Stopper', 'Flash Stopper', 'Time Slow', 'Centaur Flash'; it's niche use and localised target makes it easier to maintain, but it is up to three hours if he is in pristine condition - with a significant cooldown time after this so he does not overheat. Still, it can be incredibly useful when it is needed, to keep this well-oiled machine of Wily's Operations to keep on going.
