Why president Buhari barred ministers, heads of agencies from foreign travels - OSGF
Following the presidential directive that ministers and other heads of MDAs should remain in the country, the Office of the Secretary to the Government of the Federation (OSGF) has explained that it is to ensure that they are available for budget defence when they are invited by the National Assembly. According to the OSGF the directive will enable functionaries and agencies of the executive arm to provide the required cooperation with the legislature in order to ensure the timely passage of the Appropriation Bill. The Director Information, Office of Secretary to the Government of the Federation (OSGF), Willie Bassey, said the order was with immediate effect. “The suspension of such travels will enable functionaries and agencies of the executive arm to provide the required cooperation with the legislature in order to ensure the timely passage of the Appropriation Bill,” he said. But ministers, who have already secured approval to travel, “are by this directive, required to revalidate such approvals with Mr President after confirming the schedule of appearances with the relevant committees of the National Assembly. “Furthermore, all ministries, departments and agencies have been directed to liaise with the relevant committees of the National Assembly for their schedules of budget defence.” Read the full article

2014 Budget: Reps C’ttee Seek Third Quarter Release For MDAs
The Chairman, House of Representatives Committee on Works, Ogbuefi Ozomgbachi, yesterday urged the country’s finance minister, Dr Ngozi Okonjo-Iweala, to release third quarter allocations to government Ministries, Department and Agencies (MDAs).
Ozomgbachi made the call during the committee’s oversight visit to the Office of the surveyor- general to the federation (OSGF).
“The poor releases have always been the problem, for instance in 2013, cumulative release to the ministry of works including office of surveyor general of the federation was just about 46 per cent,” Ozomgbachi reported at the meeting.
He warned that going by the 2014 trend, which has seen only second quarter releases to MDAs, budget performance (releases) may be worse than 2013.
“We all know that the sector (works) is very important. Considering what has been achieved by the federal ministry of works in the past three years, it is a priority sector that must be properly greased to enable it improve on its past performance.
“The performance is there on ground for everybody to see, a situation where contractors who have done work in the ministry are being owed huge sum of money as a result of poor releases is not acceptable to the National Assembly.” Ozomgbachi said.
Earlier, the Surveyor General, Prof. Peter Nwillo told the lawmakers that only 34.87 per cent of the N947,179,209.47 million appropriated in the 2014 budget has been released to his office.
Nwillo sought the release of monies allocated to the office to enable it embark on long term projects.
“We (OSGF) need the sum of N20billion to enable us properly map out Nigeria every 5 years as is being practised in other climes”. He said.
