Firstly you must choose the shape of your badge. This should be simple, but it will affect the lace PNG's you use later. Generally, I have only seen lace in these shapes: Circles, squares, hearts and rectangles- if you can find any others then feel free to use them.
Once you have decided on this you need to make you base shape. Generally I start in a canvas that is 250 x 250 and then I use the shape tool to make the shape we want- In this case it's a circle.
Next step is to add your oshi onto the badge and decide on a background. I like making glitter patterned ones because I like sparkly can badges, but you don't need to do this (and I don't in this example).
After you clip your image to the base shape, I would recommend adding a drop shadow to your badge, I just think the shadow adds more of a irl badge image too it, but you can skip this step if needed.
These are the settings I generally use, but I sometimes change the color of the shadow to fit with the images main background color more.
Once you're happy with the badge save it. It should look like this:
Now it's time to turn this 'badge' into a rosette!

Open a new tab in photopea (again I would recommend 540x540) and then return to tumblr.
In the search bar just type 'lace png' and you will find a wide selection of PNG's to use!
Find ones that take your fancy, here I am looking for circular ones with a snow theme because my oshi has a snow theme.
Here are the laces I ended up using:

Next step is to add them all to photopea, I then use the clipping mask add colors from the badge to them- Just so they are easier to see.
This is what I ended up with:
Generally after this I like to add a border to the lace, namely because I think it gives them more depht and it makes them easier for me to see. I generally do the border 2px or 3px wide (depending on how I want it to look). I also add the same border to the badge, and they end up looking like this:
Final step, adding decor

Now this is the hard part. Generally I will find decor by searching '[thing] png' in tumblr search.
For Anastasia, I want to keep up the snow theme and so I look up 'snow PNG'.
I ended up with these:

Adding decor is a hard process to explain, I basically use the 'fuck it we ball' method and a lot of the 'color' overlay. I would also recommend adding the same border around them that you have added to the other elements.
And this is what I have ended up with! You can also add text (I tend to use the font 'coiny' if anyone wants to mimic the designs at the start of this post) but this time I have decided not to.
