At the 75th Reaping, Katniss, Haymitch, and Peeta's names are only on 1 ticket each. But it'd be an extra layer of Capitol cruelty if the annual additions and tesserae still applied. 25 identical tickets for Katniss in the female ball. Then a measly 6 for Peeta and who knows how many for Haymitch in the male.

Just some extra salt in the wounds to remind Katniss and Haymitch how much risk they took out with tesserae. How they beat those odds in their Victories, and how ultimately futile that was, unable to escape the system.
