After the ceasefire crap, Gale asks Katniss, "What are you going to do?" And she decides to be the Mockingjay.

After discussing this with Coin and the other leaders, Plutarch shows her Cinna's design for the suit. Then, she realizes that Gale, too, had been "holding out on me. Like Cinna, he's wanted me to make this decision all along."

I love them, Gale and Cinna. They both always believed in her. They always saw the future she could usher in for Panem. But they never pressure her. Cinna was subtle because he had to be, until the mockingjay interview dress that got him killed. Gale spoke in 12 about how they need to fight and stand up against the Capitol, but once Katniss is in 13, he never tells her what to do or says she should agree to be the Mockingjay. He simply asks what she will do and lets her make that decision, the first one in a long time for her, by herself.
