The solution to climate change lies at the interface of ecology and economics, rather than either discipline acting on its own.
There is a hierarchical mismatch of flow of money (energy) and scale of government (energy storage and control). When an energy mismatch occurs in an ecological system, it is redistributed via a higher scale system force and the lower level systems then reorganize. Much how a hurricane distributes oceanic heat energy and disrupts lower level systems through its redistribution where climax communities are destroyed and new niches are formed. This is an economic hurricane occurring at the interface of ecology and society. The cataclysmic disruption will eventually lead to system reorganization.
Decentralization is not feasible. Recentralization is inevitable.
