More generally, European flags tend to follow European heraldic rules, and in that case, you wouldn't put a gold on top of white (often these can be somewhat hard to distinguish in sunlight as well). You also wouldn't put black on red like this (though I believe there are special cases, and I can't remember if it's German heraldry that allows black to work as both color and metal). I don't think it's actually a problem, since I'm more concerned with color contrast, which I think red and black have. Still you might try turning the cross blue (edit: because blue appears in many Germanic nations' flags) and giving it a fimbriation in gold, that would make it look a bit like one of the post-war German flag proposals, turning the disc gold, and finding a way to unify the eagle and lion so they look more cohesive (if you're not gonna do my gryphon idea).
