Osprey (Pandion haliaetus). Family Pandionidae, order Accipitriformes. This bird is the only species in its family.
Its not terribly common to see Osprey out in the country where I used to live, but on the rare occasion one would come fishing in nearby ponds. This guy caught a fish in a pond down the road and landed on a phone pole, and was very gracious in my audacity to distract it by getting a few photos.
