I'm not saying Rizal is a bad writer. No, he's not. But this doesn't mean that he wrote good characters!
Look at his women characters. All are a combination of weak, voiceless, under-developed. Most of them weren’t given a choice. And when given a "choice," the options are 1. Death (see: Maria Clara and Juli) or 2. Slavery to patriarchy (see: Donya Victorina and Paulita Gomez). Some are even cruel (see: Donya Consolacion, Hermana Penchang, Kapitana Tika), and very anti-feministic.
He kills the revolutionary characters (see: Elias), or makes them look bad (see: Kabanata 9 ng El Fili). He makes the armed struggle, the revolution in general, look bad. It’s as if the rebels (tulisan/ filibustero/ rebelde/ erehe) are worse than the guardia civil? Which shouldn’t be the case, because who the fuck is the oppressed here? How dare Rizal wrote the working class (made up of farmers and peasants) as if they are the evil ones when the fucking colonizers are right there???
Oks, in conclusion: Rizal is privileged enough to have written things the way he did in Noli-Fili, his essays, his poems, and other works. One must note that his works cannot be taken out of context. He is an educated middle class man, and he sees things from that angle. It is not wrong, but there are blind spots in which Rizal does miss out, or fail to elaborate objectively and fairly.
