“Trump, who has called climate change a hoax, said his administration would begin negotiations either to re-enter the Paris accord or to have a new agreement “on terms that are fair to the United States, its businesses, its workers, its people, its taxpayers.” He complained in particular about China’s terms under the agreement.

International leaders reacted with disappointment, even anger.

“The decision made by U.S. President Trump amounts to turning their backs on the wisdom of humanity. I’m very disappointed... I am angry,” Japanese Environment Minister Koichi Yamamoto told a news conference on Friday in an unusually frank tone.

German Chancellor Angela Merkel, French President Emmanuel Macron and Italian Prime Minister Paolo Gentiloni said in a rare joint statement the agreement could not be renegotiated and urged their allies to hasten efforts to combat climate change and adapt.

“While the U.S. decision is disheartening, we remain inspired by the growing momentum around the world to combat climate change and transition to clean growth economies,” said Canadian Prime Minister Justin Trudeau.”

If there is anything positive to be said about Donald Trump withdrawing from the Paris climate agreement, it is this: Americans of all political stripes have announced that they will not abdicate their responsibility on climate change. When you see former climate change deniers like former Texas Governor (and now Energy Secretary) Rick Perry and former Exxon CEO (and now Secretary of State) Rex Tillerson accept that climate change is real and caused by human activity, it is a unequivocal sign that the message is getting through. When you see the CEOs of some of the largest and most conservative corporations in America like General Electric, Dow Chemical, Exxon Mobil, and Goldman Sachs express their disappointment in the U.S. leaving the climate accords, there is very good reason to be optimistic about the future.

ครั้งแรกที่มาดูแผนที่น้ำโขงอย่างจริงจัง คือตอนที่จะสมัครโครงการ Mekong Peace Journey ของมูลนิธิอาสาสมัครเพื่อสังคมเมื่อปี 2012 ส่วนตัว ณ ตอนนั้น เราหัวเราะย่อกับพวกที่ตะโกนเรียกร้องสันติภาพ มันเป็นเพราะเราเกิดในสังคมที่กล่อมเกลี้ยให้เราเชื่อว่าเราสบาย สันติ สงบสุข ณ ตอนนั้นเช่นกัน แพรสนใจประเด็นสิ่งแวดล้อม เหตุผลเริ่มเเรกไม่ใช่เพราะเราต้องการปกป้องอะไร เพราะเด็กเมืองอย่างเราไม่มีป่าให้พึ่งพา ไม่มีแม่น้ำใ้ห้หาปลา ไม่มีที่นา สวน ไร่ ให้รู้จักความหลากหลายของพันธุ์พืชเกษตรท้องถิ่น ความมั่นคงทางอาหารของเราขึ้นอยู่กับเงินในกระเป๋าและเวลาปิดเปิดของตลาดและห้างสรรพสินค้า เราไม่เข้าใจเรื่องสิทธิชุมชน ไม่รู้เรื่องการมีส่วนร่วมในการติดสินใจคืออะไร ไม่แยแสเรื่องชาติพันธุ์ ไม่เข้าใจว่าทำไมคนเราจึงต้องดิ้นรนเพื่อรักษาผืนดินของตัวเองถ้าสามารถเรียนสูง ไปทำงานมีเงินเดือนได้ แต่เรารู้อย่างนึง เวลาเรากวาดสายตามองคนรอบข้างเวลาเดินบนถนนเมืองกรุง สายตาเหล่านั้นเหม่อลอย ดูไร้แรง ไร้ความหวัง บวกกับกลิ่นน้ำเสียที่ลอยอบอวล ควันดำที่กล่อมเราให้หลับคารถเมล์ สิ่งเรานี้หรือคือชีวิตที่เราต้องจำนน ณ ตอนนั้น พอได้ยินชื่อ 'แม่น้ำโขง' เราไม่ได้รู้สึกผูกพัน รู้สึกห่างไกล เหมือนดินแดนพิศวงที่ไม่เคยถูกจารึกไว้ในประวัติศาสตร์ แต่ทำไมมันกลับเป็นแม่น้ำที่คนจำนวนหนึ่งต้องการให้เกิดสันติภาพ? หลังจากหาข้อมูลในเวป เราถึงได้เห็นภาพ ได้ตระหนักว่า มหานธีเส้นนี้คือสายใยชีวิตที่หล่อเลี้ยงคนมากมาย อย่างน้อย ในฐานะคนชอบกินปลาและปลาแดก มันเหมือนเส้นทางสายไมที่ไม่มีใครพูดถึง รอวันเวลาที่จะเผยความยิ่งใหญ่ แต่เรื่องที่มาควบคู่กับแม่น้ำโขงกลับกลายเป็นโครงการเขื่อนผลิตไฟฟ้าพลังน้ำ 'ใครจะไปหยุดเขื่อนได้?' แพรคิด แพรเลยอ่านต่อ แล้วก้พบว่าจริงๆ แล้ว มีคนมากมายที่ผนึกกำลังและสานใยใจร่วมกันต่อต้านเขื่อน ขบวนการประชาชนที่ไม่เอาเขื่อนที่สำคัญของไทยเองก็มี ที่คลาสสิคและเชื่อมโยงกับน้ำโขง คงจะเป็นอื่นใดไม่ได้ นอกจากชาวบ้านปากมูนที่ยังคงยืนยันตลอด 20 กว่าปีว่าไม่ต้องการเขื่อนปากมูล เราจึงตัดสินใจยื่นใบสมัครเข้าโครงการ Mekong Peace Journey บนฐานความสนใจของตัวเองว่า ถ้าทรัพยากรในลุ่มน้ำโขงจำต้องถูกลดลอนโดยโครงการพัฒนาที่อ้างว่าสะอาดและเป็นมิตรต่อสิ่งแวดล้อม สิ่งที่จะเกิดขึ้นต่อจากนั้น คงไม่ต่างอะไรกับประวัติศาสตร์และสถานการณ์โลกปัจจุบันที่ยังแย่งชิงทรัพยากรธรรมชาติอย่างหน้าด้าน ไม่จบไม่สิ้น การที่แม่น้ำทั่วโลกโดนยึดโดยกลุ่มคนไม่กี่กลุ่มเพื่อสร้างกำแพงกั้นน้ำที่ทำให้น้ำท่วมคนอื่น หรือกักน้ำไม่ให้คนอื่นใช้ ไม่เคารพในธรรมชาติของสายน้ำที่จำต้องไหลอย่างอิสระ ท้ายที่สุด สิ่งที่จะตามมาจากการสร้างเขื่อนคือสงคราม เพราะแพรไม่ต้องการที่จะไปขโมยปลาของใคร ไม่ต้องการไปกั๊กน้ำดื่มใคร ไม่ต้องการเห็นคนหอบหิ้วสิ่งมีค่าหนีจากบ้านต้วเองอย่างช่วงเขมรแดงเพราะน้ำจะท่วม ไม่ต้องการแลกไฟฟ้ากับความอร่อยของปลาแดก แพรเลยไม่ต้องการเห็นเขื่อนบนแม่น้ำโขง แพรไม่ต้องการสงครามแย่งชิงทรัพยากร สันติภาพจะคงอยู่ถ้าเราเคารพกัน และในโอกาสที่จะได้ไปเยือนยุโรปครั้งแรก ทวีปที่เป็นบ้านของกลุ่มคนที่ยุยงให้เกิดสงครามแย่งชิงทรัพยากรไปทั่วโลก เราก็อยากจะไปบอกเขาว่า หยุดเหอะ หยุดสักที หยุดไล่คนจากบ้านเขาเพื่อไปขุดน้ำมันแล้วก็มาก่อให้เกิดปัญหาโลกร้อน แห้งแล้ง น้ำท่วม มรสุม ซึนามิ หยุดแกล้งฟิลิปปินส์ หยุดเจาะผืนดินเพียงเพื่อให้ตัวเลขหุ้นเป็นสีเขียว หยุดสร้างเขื่อน หยุดส่งเสริมให้คนเกลียดกัน ฆ่ากันเอง เราคิดว่าพวกคุณเก่งและมีความสามารถพอที่จะสร้างงานสร้างอาชีพที่มันไม่ต้องยึดติดกับฟอสซิล คุณไม่ต้องไปดื่มนมปั่นของใครอีกแล้ว #ปารีส แรงบันดาลใจในการเขียน: http://www.newyorker.com/news/news-desk/why-a-climate-deal-is-the-best-hope-for-peace แผนที่เขื่อนในลุ่มน้ำโขงโดยภาคีเครือข่ายประชาชนลุ่มน้ำโขง 8 จังหวัด
