-Patrick does, and then he tries to run away because Belch didn’t immediately kiss him back(He was surprised), but Belch stops him and kisses him.

-Belch does. Patrick is NOT a morning person, and would sleep until 2pm every day if someone lets him. So Belch makes sure he gets up in the morning
