Yup, on further inspection it seems that it says “BAIN OUR WATCHER”

Though I’m not sure what the last word says? Kataru language is read right to left top to bottom, and doesn’t have punctuation from what I know.

But then that joke about them as a unit being a King? That actually seems plausible now?? ARE THEY THE FOURTH KING???

Damn now you get to coin a name for your joke theory like Gang King Theory or something

Bain is a Watcher for the Elephant, though they only really "implied" back in 2017.

It's "implied" again in one of the descriptions for The Altamont outfit, White Bunny:

"In the late 1960s, a man was born. This man would have a life full of chaos, betrayal, and trouble until he met the one who would become his mentor. The mentor taught him things, told him how the world really worked. He spoke of a book, known only to a few, that would reveal secrets untold. The man took this information and reformed his life. Eventually becoming one of the greatest criminal masterminds of all time, he would get back at all those who had wronged him, and undertake the greatest heist the public would never know of..."

It's talking about Bain ("the man,") The Elephant ("the mentor,") The Guide of Cagliostro/Bain ("the book,") and Bain (allegedly and probably) stealing the President's body ("the greatest heist the public would never know of...")
