Why don't any new PDF readers have the ability to edit tables of contents? I literally had to download an old version of Foxit Reader to do this.

Just doing some research for my gf, and I know there's at least one reblog SOMEWHERE on this blog of adobe pirating resources but I have not had a reliable tagging system in ages and I should stop pretending I do. i have decided to hyper focus on this shitty ass pdf that has no hyperlinks and the offical adobe app doesn't let me fucking copy and paste shit, so i need a pdf reader for android that isn't owned by a garbage company doing garbage things. this way i can more effectively read this shitty pdf and actually check the references because i have nothing better to do tonight.
What pdf reader do you use?
I just use adobe acrobat, or let whichever browser i'm using open the pdf. Or on my ipad I think there's a native pdf reader/maker? I don't do anything active about it, to be honest, just follow the path of least resistance.
Do you have any suggestions for a better one?
In the past I have used GIMP (GNU Image Manipulation Program, found at www.gimp.org) as a free alternative to Photoshop, but I haven't needed it in several years so I don't know what it's like these days.
