percival faustus is this douchey french/greek guy that was part of the big ‘stitch’ project that also involved augustus, florence, alistair, theresa, and a bunch of others

basically that project left stitched scars all over and causes them to become bodily horrific monster things in various ways under a lot of stress, like frank gets the whole ‘stretch’ thing going, percival just gets a lot of sharp. .. bones.. .etc 

he’s the current head of the ‘HE’ branch of HEAT, they’ll tell you it stands for something involving hospitals cause they do a lot of medicinal work but considering the full name of HEAT is Human Experimentation and Technology that is 100% not true they just test their really advanced medicine and occasionally bionic tech stuff on unwilling subjects and percy is 100% down with that because he is a horrible person

  The HE wing mainly deals with human experimentation involving medical and scientific advances, usually testing the limits of the human body or seeing if some diseases previously thought of as incurable still have a chance of being rid of.

  The T wing mainly deals with technology and bionics, making the most up-to-date technology as society demands. They also are one of the leaders in making semi-artificial intelligence, though they pass it off as purely artificial - most of their most ‘human’ AIs are made by putting human souls into the form of code. It’s a quick and painful death. Although, they also make very advanced prosthetics that can be hooked up to nerves and have self-defense mechanisms built in.

  HEAT was founded around the time humans first discovered the planet Gaia with the assistance of Xencia, the patron ethereal of technology and intelligence. Due to the manipulative and impure ways of the human that had contacted Xencia, they spitefully only taught HEAT how to create technology that can make perfect artificial intelligence at the cost of one or more lives. Technology steals your soul, literally.
