Another Mewtwo rant by me.
I'm going to be the odd man and say Miriam Pultro is the best English voice Mewtwo ever had. Both Phillip Bartlett and Dan Green had terrible scripts that changed the original Mewtwo's characterization. I also think In addition to having a faithful script, Miriam gets the female Mewtwo from the first scene. She got playfulness, tenderness, anger, sadness, fear, and happiness right off the bat. Phillip Barttlet was to hammy, and Dan Green phoned his lines in, both may have benefitted from a more faithful script but based on those performances I doubt it. I also like how Miriam adds in a slight tast of disgust. when saying "people" when talking to Ash and co. It's a nice touch that goes away as the movie goes on when Mewtwo learns to accept them.
Just looked up how Phillip Bartlett sies since I was unaware that he died before, and wow. That makes me even more sad, and it was back in 2001 too, just a couple years after he had voiced Mewtwo, before Super Smash Bros Melee was released... R.I.P. I didn't even know he had died until someone mentioned it on smashboards quite awhile back. That awkward moment when you didn't realize an actor/VA from your childhood had passed until years and years later. Even more sad is that it was the only notable role he had. The guy had potential and was taken away before he had a chance to really make his name.
