Radiosondes, Phoenix One/Two, and mind control
This is a radiosonde - an instrument for recording atmospheric pressure, cosmic rays, and geographical position by measuring parameters and transmitting them via radio to a ground receiver. However, it was also part of a secret government project called Phoenix One.
Radiosondes used a very unusual pulse modulation, which turned out to be a very efficient conversion of electrical energy to etheric energy. The government started launching 200-500 radiosondes per day, and began using them as weather control devices, rather than simple monitoring tools. It was eventually found that by controlling atmospheric energies and producing certain chemicals in the atmosphere of any given location, the radiosonde could be used effectively for mind control.
The military loved the idea, and let them use the Montauk Air Force Base for the project. They found out that by varying the phase modulation and the frequency hopping, they could have profound effects on a person's mind. Though this was eventually shut down, those affected by the experiments are not known. However, a followup project was promptly started afterward, called Phoenix Two, about which less is known, except that it was mostly paid for by Nazi gold that was found after World War II and that the homeless and the mentally ill were among the primary test subjects.
