There are a few methods but I´ll be quickly going over only two.
easy png method
brush method
What you´ll need:
any version of photoshop (I use CS6, mine is in german because I bought it years ago in germany)
very basic photoshop knowledge
i. png method
Open the image you want to use and choose a ripped paper png, one of the transparent ones, like these ones I made.
Either drag the png over to the other window, or copy and paste it. Adjust it to the width of your image by pressting ctrl + T or strg + T.
Once you´re done hit enter.
If your blog has any other color than white, you´d have to adjust the paper stripe to the color of your blog so it blends seamlessly
ii. brush method
find brushes you like, like these ones.
load the brushes you want to use into photoshop (as always google is your friend if you don´t know how to do it) Choose the color you want to use for the paper effect (preferably the one you use on your blog)
add a new layer to your document, and use the brush as big as you need it so it fits the whole width of your image.
Click once on the new layer as high or low as you want the paper effect to be. And that´s it!

BEFORE WE GET STARTED:
• I have Windows 7
• I used Photoshop CS5 Extended

When you make your gifs makes sure that they all have the same amount of frames (ex: if you use 24 frames all your gifs should be 24 frames) and do not make it too long or else you will exceed the gif limit.
500px limit: 1mb
245px and 160px: 2mb
Save this image that I made. It has a transparent background so all you need to do is resize (using the move tool) and drag it on your gif:
1. You are first going to create a Group:
2. Select your layers. Do this by selecting the first frame and then when you go to select the last layer hit shift + layer at the same time. Then drag your layers in the group. Drag your coloring (psd) in there as well:
3. Take your triangle and drag it onto your gif.
1 (RED): Click on the triangle and hit ctrl on your keyboard
2 (BLUE): Click on your group
3 (VIOLET): Select the mask
1 (RED) result:
2 (BLUE) AND 3 (VIOLET) result:
Result:
Go ahead and make the triangle invisible (by clicking the eye):
4. Now to make the triangle upside down just do the following and then follow the same steps above for the next gif:
5. You are going to make a new document File → New
Image size: 500px
Height can be whatever you please
6. Edit the pictures for your background then place them onto the new document.
7. Now follow this tutorial I made previously to guide you on how to add the gifs one the same canvas.

First off you have to get screen-caps with a background that is has a consistent color tone. with these screen-caps the background is pretty much all pink/purple.
Then you remove the background with any marquee/magic wand/ lasso tool
Then at the bottom of the layer pallet choose the FX button then go to Stroke and choose a color then just the size you want and there you have it!

those kind of edits take a lot of patients but also a lot of it has to do with the photo you choose to edit. the photo in the edit you showed me pretty much has a simple background to it. see the original image here if you click on the image you'll see that the floor is a solid color and the people behind her and pretty much all black. so for that particular image it wouldn't be that hard and you could use the magic wand tool.
anyways to do this without cutting the person take patients and i recommend using the polygonal lasso tool with a feath of 1px. zoom in as much as you feel comfortable and take your time. it takes practice! but if you choose a photo that is simple like this one then use the magic want tool with a high tolerance number like 40.
