I don't think Johanna was putting up an act
Given what we know from sotr about how the Capitol utilizes the victors as propaganda and forces them to become what they create (ie. Haymitch becoming an alcoholic asshole), I'm shocked I don't see this take brought up more often. I think it's frighteningly likely that Johanna was not pretending to be weak.
I'm just saying, if I was drafted into a death game against 23 other teenagers, I would be horrified. We all want to imagine we'd do our best to survive, but realistically, 23 people die every year. Going off of statistics, the majority of us just got a death sentence. Having said this, I find it unlikely that Johanna was a bloodthirsty murderer in hiding like how she's characterized by both the Capitol and the fanbase.
While we can only speculate on Johanna's games, I imagine that she only started becoming a "killing machine" when she likely lost her own version of Rue, or maybe she lost her district partner. Maybe she saw them carelessly cut down in the same way she cuts trees. Perhaps she refused to kill anyone beforehand because she knew they had a life (similar to Katniss saying people and animals are different when Gale reminds her of hunting).
Anyways, I wish I saw people do a more in depth analysis of victors like Johanna or Enobaria (I guess just the "violent" ones) under the guise of how the Capitol's propaganda machine rubs off on the fanbase.
