The Blow Must Go On
Javier Peña did indeed have to fly to Miami during the days in which Escobar was killed, but it wasn't to be investigated for his involvement with Los Pepes. As mentioned before, Peña represents all of the corrupt officers that aided them. Peña flew to Miami on a tip that Escobar had fled to the Magic City so he was there with intentions of hunting him down. But soon after the news of Escobar's death, the focus was shifted towards an even more powerful monster: the Cali Cartel.
Keep It On The Down Low
The secret cooperation between Search Bloc members and vigilante paramilitaries during the Escobar manhunt is now widely known. The National Security Archive published a CIA investigation in 2008 that provided evidence linking the taskforce to Colombian terrorists and narco-traffickers every bit as dangerous as Escobar himself. U.S. intelligence was traded to them from closely monitored meetings between the Colombian president and top security officials. Javier Peña, however, was not the one directly providing the intel to Don Berna. We used his character and alliance to represent the overall corruption, but the Search Bloc members who leaked the info are largely unknown. But some ex-members of Los Pepes, a paramilitary organization that hunted Escobar, are coming forward. Former member Carlos Ramon Zapata said in an interview that former head of DAS Department of Security, Miguel Alfredo Maza Marquez, was their main guy. He would provide safe passage to Los Pepes members so they wouldn't be arrested. He also said DEA agents helped provide equipment and intel so they could operate beyond the limits of the law.

Peña was born in Texas and became a special agent for the Drug Enforcement Agency in 1984. In ’89 he volunteered for a transfer to Bogotá where he was assigned to investigate Pablo Escobar. He was also the liaison between the DEA and the Colombian National Police. In the end, he admitted the search for Pablo was personal because he had killed many of his friends. And he got his revenge.
Killing the Messanger
Pablo really did have homing pigeons to communicate outside the prison safely. He knew the cops were tapping his phones so he rarely used the phone to discuss business or order hits. The pigeons were used to summon people and to warn Escobar of incoming visitors to La Catedral. Police found little metal leg bands for the pigeons labeled “Pablo Escobar/Maximum Security Prison/Envigado.”
