What is their Character Alignment? — At first I thought this was going to be a relatively straight forward answer but the more I thought about it, the more my conclusion seems to be like — riiiiiiiiiiiight in the center of the "worst person you could meet" corner; which honestly, feels more correct than anything else. I would say that Chaotic Neutral / Neutral Evil is where he mostly resides. If you REALLY want to get deep into it, its possble to even recognize him as Chaotic Good: though I personally find some of the cruelty he enacts too dark to be considered part of "good", regardless of who he thinks deserves it.
All that said, Haruko — at his core — does fight for the freedom of his people, he loves them and cares very deeply for them, and has done practically everything he could in order to keep them protected. However, beyond the Vastaya and Ionia ( and even then he has split feelings about the humans living there ), he has very little room, if any at all, to be interested, or concerned about others. Plus his immense xenophobia. He also loves violence. Genuinely, I believe that Haru is not at all disgusted by warfare, or advancements in warfare even though they were used against his own people. If he got his hands on the technological advantage, he would push it, too. I have no doubt in my mind that if given the chance, he'd exterminatus blow Noxus off the map entirely. Haru believes that the ends justify the means, and he has killed countless men, women, and children of all species and races with no heed about the aftermath for them, or the consequences, as he very much views them as lesser than his ultimate goal ( and himself ) and has the confidence and power to maintain this cold, near ruthless, momentum. Most non hostile sentient beings he meets, he categorizes them as fodder or friend — and one of those is a lot more likely than the other. That isn't to say it’s impossible, Haru respects competence, self reliance, and the ambition to take one's destiny for themselves. He also highly disapproves of weakness, indecision, or subservience.
