with the third quarter quell soon upon us, the residents of panem have one mutual prayer: please, let the odds be in our favor. but what's a quarter quell without a twist? that's not good tv.

this year? the capitol intends to spare no expense. as a reminder that even those who have evaded punishment are servants of the capitol:

the reaping pool will be pulled exclusively from the adults of panem, rather than the children.

all previous victors too, are mandated to return to the capitol with this quell, to participate in the reaping pool the threat of arrest looming overhead if any chose to stay behind in their home district.

but the capitol, and our fearless president, are nothing if not benevolent. as a reminder of the capitol's kindness, generosity, and infinite capacity to forgive, each district would be gifted two additional mentors, in place of any victors reaped. with the support of these, your escorts, and the stylist teams, how could the odds not be in your favour?
