I feel like in universe a big reason why people think Louie is such a mystery is because he really doesn’t feel like the type to label anything about himself. He doesn’t outright identify as gay or autistic or any other facets of what is technically his “identity”, by virtue of just being facts about him (has autism, is not into women but is into men), nor does he identify as any particular personality trait (like how Olimar would identify himself as a hardworking family man). He identifies as Louie.

Since no one tends to approach Louie on Louie’s terms, or interact with him on his terms, they find him impossible to know. Since most people tend to be really into labels, they’d find the fact that he doesn’t wear any confusing. People react to the unknown negatively, so he tends to be perceived negatively.
