Let’s understand the Canada provincial nomination program process.
Canada has 10 provinces and all have their own PNPs with the exception of Quebec province, which has greater autonomy in forming its policies and programs. For this reason, they don’t have a PNP. However, they still have a similar immigration program.
Coming back to PNP, it allows a provincial government to nominate a candidate for Canada PR if they find the candidate to be eligible as per their PNP.
The criteria is similar to Express Entry, which checks a candidate’s capability to contribute to the provincial economy after their immigration.
For this, the factors considered are also similar to Express Entry e.g. age, education, language proficiency, work experience, etc. However, often with relaxed eligibility criteria making it easy for candidates to seek nomination.

For Express Entry, it is mandatory to have work experience to seek Canada PR. However, there are select PNPs that allow candidates to seek nomination even when they do not have any work experience.
Similarly, other PNPs are flexible on the language score requirement and job offer requirement.
If you seek immigration under a PNP, you should ideally live and work in the province granting you PNP nomination for Canada PR. However, the Canadian law protects your right as a permanent resident to live and work anywhere in Canada you want.
The first step to secure a PNP nomination is the Expression of Interest (EOI) that serves as an indication to the province concerned that you are willing to apply for nomination under their PNP.

If they find you eligible, they will issue you an Invitation to Apply (ITA) for provincial nomination.
Then you have to submit relevant documents for the nomination. Once you receive PNP nomination, the province will share this information with IRCC.
Then IRCC will review your application for Canada PR. Once they are satisfied, they will issue you Canada PR Visa.
