Due to reduced number of polling places and high-risk of virus transmission, in-person voting is not advised.
If you have an absentee ballot in Wisconsin, you have to either put it in the mail so that it's postmarked Tuesday 4/7, It must arrive by 4:00PM on Monday, 4/13/2020. Or drop it off in person by 4/7 8:00pm at your clerk's office.
If you’ve spoiled your absentee ballot in error, you can request that a new ballot be emailed to you by calling your clerk. You then find a safe way to print it out, fill it in, and drop it off / surrender the spoiled ballot.
UPDATE: The Wisconsin Elections Commission has determined that there is NO RECOURSE if you did not receive an absentee ballot due to mailing delays other than voting in person and risking exposure to COVID-19. If you find yourself in this untenable position and decide to go to the polls, it is imperative that you protect yourself and others. Bring your own pen, wear a mask and gloves, observe distancing. You cannot submit an emailed ballot to forgo a missing absentee ballot.

Why did the Wisconsin Supreme Court vote to overturn the Governor's Executive Order to postpone the primary when the GOP challenged him, and what can voters do about it?
The Wisconsin Supreme Court has a conservative 5-2 majority. Despite risks to public safety, the Court voted to overturn Governor Evers, and the US Supreme Court conservative 5-4 majority voted to overrule the lower courts on extended time to receive absentee ballots.
Opinion - Vote for Justice Jill Karofsky over incumbent Daniel Kelly to help balance the state court.
In the SCOTUS case of “Republican National Committee v. Democratic National Committee” application for stay, the state GOP Senate Legislature applied directly for what Ginsburg warned as “massive disenfranchisement” by seeking to overturn the decision of Federal Court Judge William Conley, extending the deadline for receiving ballots to be extended to 4:00PM on April 13. This modification to require all ballots to be postmarked by April 7 was granted by SCOTUS Republican majority.

Do I need a witness (18 y/o+) to cast my ballot?
Yes, and the witness must then sign and provide their address in order for your ballot to be counted.

Agent guidelines delivering ballot regarding COVID 19: unclear. The WEC emailed me "Hospitalized electors must designate an agent to ferry their ballot to and from the clerk’s office" but no resources to find an agent if you lack hospital visitation. Ask if your local hospital or clerk's office has a volunteer that can serve as an agent, or reach out to Ben Wikler, Wis. Dems. Chair.
