Ok hear me out. I don’t think I’ve seen this theory before so here it is. This might be weird, but I kind of like the idea that Mr. Poolcheck is actually Crampelter.
Like, I mean firstly take a look at their noses, kinda similar, hair? Also blonde. (I know thats not a lot but I’ll leave some more justification under the cut*)
What if Crampelter decided to put aside his bullying and use his physical skills to enlist in the millitary/police force. This could explain how ended up losing his hand (more realistic than the whole “pool filter” story he gave Dipper). Leading him to be unable to continue his service. Now what job requires a “serious” attitude but perhaps has less physical requirements? Public pool lifeguard. And what town won’t judge the amount of fingers you have? Gravity Falls. Not to mention, emotional instability? Being such a bully at such a young age probably indicated some anger/emotional issues.
Anyway, could you imagine the first time Stanley visited the public pool and seen his childhood bully as the lifeguard? And gradually coming to terms with it and just realising that people change... Well, thats a story for another day.

Ok in The Deep End, either Mermando had a REALLY good hiding place in the pool, or Poolcheck knew he was a merman and the two of them worked out some kind of deal. Otherwise it doesn't make sense. You can't tell me Poolcheck was totally cool with a random 12 year old chillin in his pool every night
