Only Oliver and Violet will sit in the middle of it! For some reason, I've never seen Horatio do it. The only time Horatio's really interested in it is if Violet is in it, because then he assumes she's a captive audience for his flirting ("I HAVE CORNERED YOU AND NOW YOU MUST LISTEN TO ME TWITTERING AT YOU FOR SEVERAL HOURS"), lol.

hi! i have a bird question. i just got my first parakeet from a petstore and he's actually adjusting super well! he lets me pet his tummy and he eats millet out of my hand, which i guess is surprising considering he wasn't hand-raised. however, he's still super jumpy when my hand is in the cage in general, and i'm wondering how i can get him to relax a little bit more. thanks! :D
Congratulations on your new baby! :D It IS pretty impressive that he's eating millet out of your hand already! Hopefully that might indicate that he'll bond to you pretty quickly.
Really, the only way to get a new bird to relax is to give him time to adjust to his new surroundings. Parakeets are pretty small, defenseless birds, so in any unfamiliar environment, they need a place to feel safe until they can figure out that nothing is going to hurt them. A good way to help your new bird feel safe is to put his cage in a location where the back of the cage is against a wall--that way, he only has to monitor three sides of the cage, so he doesn't feel as much like something might sneak up on him from behind. If you can't put the cage against the wall, covering the back or a couple of the sides with a light-colored (so it doesn't block too much light) sheet will work, too. (Just make sure you're not blocking the airflow through the cage.)
Other than that, spend time hanging out with him and letting him get to know that you don't mean him any harm. You can start by hanging out next to him while he's in his cage, or just going about your business in the room his cage is in, so he can watch you. You can also sit next to his cage and read, use the computer, or just talk/sing to him quietly. (It's best to avoid a lot of direct looking at him until he's a little more used to you--staring at a bird can make him think you see him as prey, which can make him understandably nervous.) If you do this for at least ten to fifteen minutes a couple of times a day, he should get the idea that you don't mean him any harm, although this might take anywhere from a couple days to a couple of weeks, depending on his personality.
Once he gets used to you being near him, which you'll be able to tell because he'll go about his business (preening, eating, playing, etc.), you can place a hand on the outside of the cage and just sit there like that. Ideally you should do this for about ten to fifteen minutes twice a day until he learns to just ignore your hand. When he's no longer scared of your hand being on the outside, you can start putting your hand inside the cage and just leaving it there. It you want, you can hold a stalk of millet so he'll come closer to your hand, but don't try to pick him up or touch him. Let him direct the interactions so it's less scary for him. Again, it's best to try to do this for ten or fifteen minutes twice a day until he no longer reacts to your hand being in the cage (except to come get some millet, that is!). At this point he should be pretty used to you being around and understand that you don't intend to hurt him.
Once he's okay with your hand being in the cage and will run right up to you for millet, you can start trying to get him to step up by holding the millet so he has to step onto your finger to reach it. (Sometimes they'll cheat and only put one foot on your finger, but this is progress, too, and as he feels safer, he'll start stepping onto your finger more.) Once he'll hop up onto your finger without hesitating, you can start trying to get him to step up without millet. If he won't step up without millet, you can very slowly bring your finger toward him and very gently press your finger against his lower belly, right above his feet. This should knock him off his balance slightly, and he should step forward onto your finger. At this point, go ahead and give him some millet as a reward. Do this several times a day until he'll hop right up on your finger without hesitating. After this you can start trying to take him out of the cage, but I recommend that you wait to try to take him out until he trusts you enough to step right up on your finger. When you get to that point, please feel free to message me again and I'll do my best to give some pointers on how to interact with a budgie outside his cage! :D
The most important thing is to go slow and let the bird's reactions set the pace. If he's preening and eating and not bothered by your hand after only a day or so, great! He's ready to move forward. If, though, you try to move to the next step only to find you suddenly have a terrified bird (indicated by screaming or squawking, panting with an open beak, frantic flapping around the cage, heavy breathing, vibrating wings, and/or "bug-eyes"), stop immediately, go back to the previous step, and continue that step for at least a few more days. Be aware of his cues and respect what he's telling you and he'll come to understand that he can trust you. :)
