Power Locked
A xenomaldy umbrella for when somebody has some form of unnatural power (magical, super, etc) but these powers have been "locked" away.
This can mean somebody has no ability to use those powers at all but can also include:
People who can use a weakened version of their powers but the full extent is locked away
Powers that are locked away most of the time but can be used under certain circumstances
Powers that can theorhtically be used but the "lock" makes it difficult to do so
The "lock" causing pain or some other form of negative consequence when powers are used
The lock causing one to believe they don't have powers therefore they will never try to use them
Ones powers being locked until one fufills a certain requirment like turning a certain age or overcoming a signifcant obstcle
Anyone else who feels their powers are locked away
