It’s Not the Outcome, It’s the Process

The issue is not with the fact that you are getting things done without waiting for authorities to knock at the door. In fact, we do need to clean up things and put files up to date.
If you read [Name 1]’s email, you will see that the issue is with how it was done. I.e., here, we used their name in minutes and did not keep them informed.
The way to do this is (and this applies where [Name 1] is a member):
When something is being approved by the Board, it needs to be sent to the complete Board (i.e., all members of the Board). This is something that was communicated to the team before.
If we are using their name in minutes, keep them informed. This is as per their email below.
They specifically want to be given heads-up when something is coming their way. This is also as per their email below.
And for [Name 2], we always send to [Name 3]. [Name 3] responsible to make sure [Name 2] knows about where their signature is being used.
Since we are now aware of how [Name 1] wants things to be done, let us now lead by example.
