It’s interesting with the way that psi ratings work. It seems like from about psi 5 to psi 10, the difference is not so much of what you can do, but how subtly you can do it, and who you can do it too. Talia can look around in a mundane’s mind, but they very much know she’s there. Above a psi 10 you can actively hurt people with your brain, so that’s a major difference, but it seems like the only use case for a higher level of telepathy is policing other telepaths.

Psi Corps Issues Statement - "We're Pretty Fucked Up"

Citing their usage of almost-dead cyborgs, mind-controlled sleeper-agents and drugs that grant anyone the ability to invade the mind of another living being, the Psi Corps issued a statement this morning saying that they are "pretty fucked up. Just absolutely sick in the head".

"To be honest, we're shocked no one has called us out on this before. The suppression of political dissidents, the development and proliferation of space cocaine, and the fact that we dress like goddamn Nazis. It's just absolutely fucked."

When reached for comment, John Sheridan, commander of Babylon 5 and outspoken critic of Psi Corp, responded:

"Well, at least they fucking admit it."

Gary Mitchell was a Mutant, then, right? Like if he'd been born a few centuries earlier, he'd be a Brotherhood of Mutant?

It is a relatively common mutation for Mutants to get to turn them into very powerful psychics, but non-Mutant psychics, ESPers, are still their own thing too. Gary Mitchell's power was vastly amplified by cosmic radiation at the Galactic Barrier, similar to Franklin Richards being stronger thanks to strange energies inherited from his parentage. Before that Gary was on the lower end of the human ESPer spectrum. Flashes of insight, not much more.

For 21st century examples you could look to Manchester Black, Maxwell Lord, Psimon, the Leader (albeit very weak before getting Gamma-amped), Franklin Richards (as mentioned), and April O'Neil, among many more.

But at the time these were all considered random, isolated cases with unknown/misattributed origins to their abilities. Real in-depth scientific study around ESPers as a group at large tracing the common qualities between them wouldn't come until the early United Earth years after the Post-Atomic Horrors.

ESPers do have their own historical bigotry, though. While in the 21st century Gary wouldn't join the Brotherhood, if he'd been born in that United Earth era before the founding of the Federation, he might have found himself being pressed into service with Psi Corps.
