Psycho-Pass Zero: The Monster with No Name Vol. 2 - track 01 translation (0:00 - 1:26)

This translation is from a snippet of the first track of PP: Zero volume 2, when Aoyanagi confronts Kozuki about the investigation he did on the Oso Academy faculty.

As I don’t have a copy of the novel and only relied on the audio track, I may not have heard everything correctly (apologies for that).

Aoyanagi: Hey, Kozuki-kun? (holds him in a shoulder lock move)

Kozuki: I--ow! Aoyanagi-san--! Ow-ow--my shoulder--that hurts--!

Aoyanagi: Care to tell me why you've been checking Oso Academy's faculty data?

Kozuki: Eh? ...Um, well, that's...

Aoyanagi: Spill it.

Kozuki: Ngggh...! S-Sasayama-san from Division 1 asked me to do it, since he couldn't do it on his own--!

Aoyanagi: (releases her hold) Do the Division 1 Inspectors know about this?

Kozuki: ...They aren't aware, as far as I know.

Aoyanagi: I see. Then, I'll tell Kogami-kun about it myself.

Kozuki: Eh?

Aoyanagi: Unless authorized by an Inspector, Enforcers are prohibited to conduct criminal investigations on their own. If the Chief finds out about this, you know what will happen.

Kozuki: ...The person will be held on trial, or something even more terrible.

Aoyanagi: Right. That's why I think the safest way to settle this is for me to tell Kogami-kun at my discretion, as his peer. Having said that, why investigate Oso Academy?

Kozuki: Umm, an instructor from the school named Toma was seen going to an abandoned area the day before the victim was found.

Aoyanagi: Toma Kozaburo...a licensed Social Studies teacher at Oso Academy. He's got a face that female students really like. He's even got a beauty mark under his left eye; kind of alluring, isn't it?

Kozuki: He may look like a doll, but I found out he's got an unsettling personal history when I dug up his info...

(I may get around to translating this whole track, since Kogami and Sasayama's interaction here were great, but I won't be promising anything... :P)

Psycho Pass starts with an event in the Abolitional Area. Is there more information on this area and the people who lived in it ? How big in terms of population is this area? Don't these people count for the System?

Abolition areas are areas officially recorded as uninhabited. These areas have neither scanning cameras nor relay device, so cymatic scan is not available and drones cannot enter. Because of such nature, these areas have become places for those who cannot co-exist with the System. 

Since this is an abolition block, there’s no relay device, so Drones can’t come in. Records state this is an uninhabited block, but because of that, it’s become a den of homeless people.

The population depends on the area i.e. the block the criminal in S1EP1 escaped to is a relatively small abolition area whereas Ougishima, as mentioned in Psycho-Pass Zero, is the largest deserted area in the country. 

It’s not that the government doesn’t acknowledge the fact that these areas exist, but they choose to turn a blind eye on them as they find the effort of involvement unnecessary as written in these parts in Psycho-Pass Zero: 

“Why do you think they suddenly want to demolish Ougishima? The government has been acting as if it never existed for decades. Therefore, it has become a place to restrict Latent Criminals that we cannot take care of. Let them stay in there and we have no problem. And our department also benefits from that, right?”

For MWPSB that was always short of personnels, deserted areas weren’t necessarily places they had to be involved with. Whatever happened was not in their responsibility just like how the department and the government had always treated the deserted areas.

The closing of this case is a heavy reminder of the CID’s social responsibility, and I believe the Department’s overall management structure needs to be strengthened.

Moreover, in order to ensure CID Enforcer Mitsuru Sasayama’s death was not in vain, the CID must renew its commitment to eradicating crime.

On Monday, March 31, 2110, on orders from the Bureau Chief, the suspect was declared unknown and investigation headquarters dissolved. The current case remains unsolved.
